The Higher Education Support Program (HESP) works to expand access to university education in the Global South and transition societies, especially for people and communities excluded from higher education due to poverty, dislocation and discrimination of any kind. We foster innovation in educational technologies and support institutions in extending access to marginalized populations, particularly refugees. HESP supports grantees in Europe, Asia, Africa and the Middle East; we work with leading thinkers in education and development, to stimulate discussion on higher education policy and the role of universities in the development of open societies.

Job Profile

HESP seeks a Program Officer with expertise and experience in developing digital education programs. The position is intended for a mid-career professional who is committed to the role of higher education in creating and protecting open societies, specifically through the innovative use of digital technologies. The successful candidate will have a extensive experience in planning, designing and/or delivering advanced education programs through digital media and in blended programs. Experience in developing programs in the Global South is particularly relevant to the position. He or she will have strong analytical skills and the capacity to identify opportunities to advance digital learning programs and to overcome obstacles to program implementation and development. We are looking for a creative person, interested in taking on the challenge, together with our partner institutions, of making full use of the potential of digital education to widen access and improve the quality of higher education in the Global South.

Essential duties and responsibilities:

  • determine key leverage points in the higher education landscape, through which educational technologies can contribute to more open societies.
  • research new areas of potential work and identify partners who share OSF’s vision and have or can develop the internal capacity to develop meaningful initiatives.
  • assess the technical, organizational and financial capacity of potential partners.
  • negotiate and manage grants, projects and contracts with diverse organizations.
  • design and implement monitoring and evaluation processes.
  • build collaborative relationships within HESP, as well as across OSF’s geographic and thematic entities.

Candidate profile

  • relevant degree/equivalent years of experience; background in education technology.
  • 7-10 years of relevant experience related to the design and administration of digital higher education; experience developing and managing programs in higher education is mandatory, previous grant making experience preferred.
  • knowledge of the field of higher education with demonstrable understanding of current trends and debates.
  • familiarity with the activities of key donors, foundation and institutions in digital education.
  • ability to function effectively in cross-cultural settings, particularly in the context of the power dynamics of a grantee-granter relationship.
  • excellent written and spoken communication skills in English.
  • excellent computer skills, and comfort using technology extensively.
  • willingness to travel.
  • commitment to the principles of an open society.
